California is expected to experience a multiday flood threat beginning on New Year's Eve, with the heaviest precipitation forecast for the Sierra Nevada foothills and the coastal range south of Monterey. Areas such as Big Sur, Pfeiffer State Park, and parts of Highway 1 may be at risk for flooding and road washouts, while snowfall is anticipated in the northeast Bakersfield region, Yosemite, and Mammoth Lake.

Monterey and San Luis Obispo counties, including Cuesta Grade and Morro Bay, are also expected to receive significant rainfall. Additionally, severe storms are possible in the Los Angeles Basin, with a tornado condition index (TOR:CON) of 2 issued for the area.
