A challenge for ordinary Libyans wanting to reach or send help to the flood zone. The bureaucratic red tape, the suffocating circumstances that are now there in eastern Libya are hampering the aid efforts. Help from outside is starting to arrive. But the need will only grow. Some 30,000 people displaced to be fed and housed. For now, the duty is still to the dead. The emotional toll of those doing the counting carried in the eyes of this doctor.
