The Texas State House is set to reconvene again this morning after failing to reach a quorum for the fourth time yesterday. In an exclusive interview with CBS News Texas, Governor Greg Abbott slammed the state Democrats who continue to block the redistricting and said there should be consequences for failing to show up. There have to be consequences in the real world. If you don't show up to do your job, you'll lose your job. Same thing should happen with regard to Texas House members. If they don't show up to do their job, they should lose their job. I'm seeking to vacate them or remove them from office because they are refusing to show up and do their job. I want to bring in CBS News political reporter Hunter Woodall to break this all down. Okay, Hunter, the governor and Texas Democrats seem to have differing views on whether the state constitution allows lawmakers to break quorum. What can you tell us? Vlad, what we're looking at here is two very different ideas of what it means to be representing constituents and voters during this time. First, Republicans are saying that the Democrats that fled the state to deny this quorum, they're not doing their jobs is essentially what they're saying. You heard Governor Abbott say essentially that a few moments ago. Democrats are saying they're actually doing their jobs. That the voters that they represent have elected them to stand up for them, and they obviously see what Republicans are trying to do in Texas as they try and redraw these congressional maps mid-decade as being something that Democratic voters, Democrat constituents are objecting to. And this has all become full of national intrigue. It's become full of national tension. Obviously this was a push that originated in Washington with the hopes from President Trump and his allies to get new GOP favored congressional seats in Texas. But it really does come down now to a local issue between how Republicans and Democrats in Texas eventually find an off ramp to these tensions. So Governor Abbott says Texas Republicans could expand GOP congressional seats beyond the five that the president is targeting. What can you tell me about that? That was the fascinating thing from that interview. And I was doing some math here earlier looking at the numbers. Texas has 38 congressional seats right now. That number doesn't change even in this redistricting. They have 38 U.S. House seats. They have 13 of those seats are currently represented by Democrats, or were won by Democrats in the 2024 election. Now they're already saying they're going to redraw five of those 13 seats to favor Republicans. How much more can you really redraw the map to gain more Democratic seats from Democrat to Republicans remains to be seen. It's tough to see how the governor and his allies could actually redraw more districts to favor Republicans because you do have clear pockets of Democratic voters in Texas that are represented. You have those major cities. You think of Austin. You think of Dallas and other areas where it'd be hard to really crack those areas and put them in different places. Other states are trying to follow suit, as you know, Hunter, and redraw their congressional maps. Will those be successful, or does it depend on who's in control of the state governments? This is where that whole idea of this being a national issue that has these big local ties becomes key, because you're asking a lot of state lawmakers, state representatives who are typically a little bit closed off from national issues to wade in and look at what could happen here. You saw today a state representative, a Republican from Indiana, signal on social media he's not in favor of redistricting in Indiana, even as there's a Republican push to redistrict in that state and potentially give Republicans more seats there as well that could help pad that national lead that Republicans currently have. The Republican majority in the U.S. House has essentially three seats right now. Now, any districts they pick up in this redistricting could help them keep those seats in the 2026 midterms. But, again, it's a major issue. And you think Missouri could redistrict. That's a Republican-led state with Democratic districts, Indiana, potentially Florida. This is far from being a done deal, and Democrats are going to try and offset any of those gains by redrawing Republican districts in the Democrat-led state of California. This back and forth, back and forth has shown no signs of ending, and I think we're far from a resolution at this point. All right.
