While authorities are considering subsidies for electric bike purchases, many residents, especially low-income workers, are concerned about the affordability of new vehicles. Critics of the plan are calling for a more gradual transition and increased government support to ease the financial burden on working-class families.

The growing skyline of Hanoi is shrouded in smog. Vietnam's capital regularly ranks among the most polluted cities in the world. A lot of tourists, once they realize that Hanoi is polluted during certain times of the year, they may not come. For children going to school, this could have long-term consequences on their mental health. So I think from that perspective, the situation is urgent to deal with. A perspective the government appears to share. Directive announced last week will ban fossil-fueled vehicles in central Hanoi in phases in the next five years. Motorbikes are first. They'll have to go electric or get off the road by this time next year. This, in a city with around 7 million motorcycles, is a shift some see as necessary. The air is severely polluted because of the sheer number of motor vehicles on the road. There are just too many of them. But others feel it's a burden. Food delivery riders fear their livelihood could be impacted. This kind of decree is too rushed and seriously affects working people. When we talk about working-class people, we're talking about those with low income, like us, who cannot suddenly replace our bikes. Authorities say they're considering a subsidy of more than $100 for each e-bike purchase. But with the cheapest models priced at around $700, the cost is still too high for workers making an average of $300 a month. In some households, three to four people are commuting, so they have three to four motorbikes. Now, if they're told to stop using them and switch to electric bikes, how could a family afford that many new vehicles all at once?
