Washington officials say the US has agreed to provide unspecified security guarantees to Ukraine as part of a peace deal to end Russia's nearly four-year war.

European leaders, US envoys, and Ukrainian President Volodymyr Zelensky convened in Berlin to advance peace negotiations aimed at ending Russia's war in Ukraine. The talks, held largely behind closed doors, focused on security guarantees for Ukraine and the contentious issue of territorial concessions in the eastern Donetsk region.

President Zelensky indicated willingness to forgo NATO membership in exchange for US security assurances, while reiterating his refusal to permanently cede eastern territories. German Chancellor Friedrich Merz called on Russia to accept a peace plan drafted by Washington, Brussels, and Kyiv. US officials reported that most issues have been resolved, but a date for further talks with Russia has not been set.

Ukraine peace talks in Berlin focus on security guarantees

The mood appeared cordial and cautiously optimistic on Monday night. European leaders gathered for talks with President Volodymyr Zelensky and US Special Envoys Steve Witkoff and Jared Kushner in an effort to find a way to end Russia's war in Ukraine. And back at the White House, US President Donald Trump appeared hopeful too after some positive feedback from the meeting in Germany. I think we're closer now and they will tell you that they're closer now, we had numerous conversations with President Putin of Russia and I think we're closer now than we have been ever and we'll see what we can do. The most important talks with Trump's team in Berlin took place almost entirely behind closed doors. The President of Ukraine said afterwards that the meeting was not easy, but productive. Witkoff indicated that they made a lot of progress, but did not elaborate any further. A US official said Washington is putting pressure on Ukraine to leave its eastern Donetsk region for Russia. President Zelensky reiterated he cannot agree to permanently give up territories in eastern Ukraine as it would cause a ferocious backlash at home. But in a major concession, he said Ukraine would forgo NATO membership, tentatively accepting unspecified assurances from the US instead. We have heard from the US that there will be security guarantees that are similar to NATO's collective defence pledge, Article 5, and that is a first step. Then the question of monitoring a ceasefire, I would say this is the very foundation of security guarantees. Meanwhile, German Chancellor Friedrich Merz appealed to the Russian leadership to stop attacking Ukraine and to accept the peace plan collectively drafted by Washington, Brussels and Kyiv. Perhaps the Russian leadership still has a shred of human decency left and will at least leave the population in peace for a few days over Christmas. And perhaps that could then be the beginning of reasonable, constructive talks on how we can achieve lasting peace in Ukraine. After the Berlin talks, the German government is looking to US negotiators to convince Russia's leader Vladimir Putin to accept the peace plan. A US official in Berlin said some 90% of the issues between Russia and Ukraine have now been resolved, but a date for the next meeting with the Russians has not yet been set.
