This standoff has resulted in a significant slowdown, with around 70 nominees awaiting confirmation. Such procedural delays are not uncommon when the opposing party is in the minority, but the current situation is notable for its scale and the breakdown in Senate decorum.

The impasse comes as Congress faces upcoming negotiations on government funding, with no clear path forward to prevent a potential shutdown. Both parties have used similar tactics in the past, and there are concerns that continued discord could lead to changes in Senate rules. Senate and House leaders are calling for high-level meetings to address appropriations, but significant sticking points remain.

Trump slams Schumer over nominee confirmations

All right, President Trump is slamming Senate Democrats, accusing them of stalling some of his nominees. Democrats want frozen funding released before they vote on some of the key confirmations. President Trump, taking to Truth Social over the weekend, he wrote all of this, saying the move was egregious. He also took aim at Senate Minority Leader Chuck Schumer, and I'm quoting directly here, telling him to go to hell, but Leader Schumer says it was the president who threw a wrench into foreign aid negotiations. Listen. Bottom line is, we were getting close on a whole lot of issues, and Donald Trump just pulled the rug out from under people. CBS News Congressional Correspondent Caitlin Huey Burns has more of her reporting to share with us this morning. CHB, good morning to you. Let's first explain for our viewers how common this type of negotiating is between the White House and the Senate when it comes to confirmations, and why the president is slamming the Democratic leader over this one specifically. Hey, Errol, it's great to see you. Yeah, nobody is getting along, it seems, these days. There has been a major breakdown of decorum. Let me just kind of walk you through what's happening here. The president, the administration, has a bunch of nominees for various administrative positions that they need the Senate to confirm. Upwards of 70 of them are kind of stalled out in the Senate right now. Traditionally, the opposing party tries to slow walk some of them, but typically, they also allow many of them to get through, because it is the president's prerogative to have his nominees. And so a lot of times, what you'll see is the opposing party will let some of these nominees go through, through not having to go through the process of a roll call vote, essentially saying, look, you can let these guys go forward. We won't go through all of the procedural hurdles. And that's not what's happening here. Democrats have been slow walking these nominees because they have very little leverage being in the minority and they're trying to use it. And they're using it on every nominee. That means most nominees have to go through all of the procedural hurdles in order to get a vote. So it has been a long process to get a lot of these nominees confirmed. As you can imagine, the president is very upset about this. Leader John Thune, the Republican leader, is very upset about this. And Schumer had essentially said, look, we can make a deal if you release some of this funding for NIH and world programs, foreign aid programs. They were not able to reach a deal. So the Senate went home confirming about a dozen nominees, but they still have a lot more to get through. And here's the key arrow. I know a lot of this is kind of procedural jargon and many people may say, okay, who really cares here? But this breakdown of decorum could hit a tipping point when they come back in the fall after their recess, because Republicans have been saying, look, we could change the rules to get some of these nominees through when the opposing parties in the majority, they may feel differently. Yeah, it's like get along now so that folks don't change the rules of the road later. And we should also know Republicans did the same when there's a Democrat sitting in the White House as well. It's the frustration over Washington to some degree. But I wanna ask you about some other information that's new this morning, because Senator Schumer and House Minority Leader Hakeem Jeffries are now pushing for what they could describe as a big four meeting to discuss appropriations. Explain why that's important. Well, Errol, I don't wanna burst anybody's summer bubble. I know we're still kind of enjoying this August time, but when Congress comes back in September, they've gotta figure out a way to fund the government. The government will run out of money at the end of September and there is not any path forward right now to make sure that doesn't happen. We've been in this situation many, many times before because Congress has not been able to pass kind of regular appropriations, regular funding bills. And so we are again in this position where they have to figure out what to do to keep the government open by that deadline at the end of the fiscal year. So what the leaders are proposing are to kind of get this moving forward. But as we just discussed, nobody is getting along. There are a lot of sticking points here and the minority wants to use what little leverage it has to exert some kind of pressure. So bottom line, Errol, a lot to look forward to in September when they all come back. Maybe they'll get refreshed over this recess. You hope so, but it's a great point, CHB, about why the American people, the public, needs Democrats and Republicans to get along at least to get the business of the country done.
