NATO members are meeting this week to debate more than doubling defence spending targets to five per cent. But a text exchange between U.S. President Donald Trump and the alliance’s secretary general appears to indicate it's already a done deal.

U.S. President Donald Trump shared a message from NATO Secretary-General Mark Rutte suggesting that all members have agreed to the new target, though this has not been independently confirmed.

Canada has only recently committed to reaching the 2% target and is exploring how existing expenditures, such as investments in critical minerals, might count towards the higher goal. Some countries, including Spain and Slovakia, have expressed reservations about the 5% target. The proposed timeline for achieving the new spending level is likely to be ten years, with a review suggested for 2029.

But they were broke. I knew it immediately. I said, you guys are broke. Trump posted a screenshot of a text from NATO's Secretary-General Mark Rutte implying 5 percent is all but a done deal, writing, it was not easy, but we've got them all signed on to 5 percent. But Canada only just committed to hitting the existing target of 2 percent. Let's take the 5 percent of GDP figure, which is a big, big number. Huge chunk. How much is it actually for you? 5 percent of our GDP would be about $150 billion. I mean, that's a lot. It's a lot of... In an interview with CNN, Carney hinted how Canada might hit that number, using existing plans and expenses. Canada has one of the biggest and most varied deposits of critical minerals. Which Trump was coveting. We are going to develop those. We're going to develop those in Canadian interest. Some of the spending for that counts towards that 5 percent. What you are hearing from our country and from our new prime minister is a solid commitment to ensuring that we are living up to our obligations. Canada's foreign minister is also proposing a review of the spending in 2029, which happens to be the year Trump leaves office. Already some allies, including Spain and Slovakia, are balking at 5 percent. But NATO Secretary General says time to pay up. My message to my European colleagues is stop worrying so much. Start to make sure that you get investment plans done. This is what you should work on. One key detail coming out of this summit is how long allies have to get to that 5 percent.
