The public knows that these projects are hounded by irregularities. Marcos has ordered an independent investigation into the alleged misuse of flood project funds and has expressed sympathy with protesters' anger. As they were trying to reach the presidential palace, protesters were blocked by the police, leading to tense clashes. Some threw stones at the police, and several arrests were made. The unrest coincides with evacuation orders issued in the north of the country in anticipation of Super Typhoon Ragasa. The storm could make landfall in the region on Monday, and could turn out to be another test for the country's flood control infrastructure.
