States across the U.S. are preparing to challenge President Trump's recent executive order that targets mail-in voting procedures. The order mandates that states provide a list of eligible voters to the U.S. Postal Service, which would then only deliver mail-in ballots to those on the verified list, and introduces unique ballot envelope identifiers such as barcodes.

The executive order also instructs the Department of Homeland Security and the Social Security Administration to use federal databases to create comprehensive lists of adult citizens in each state. Legal experts have raised questions about the order's constitutionality, as election administration is traditionally a state responsibility. Meanwhile, related voting legislation remains stalled in Congress.

The post office would then only send mail-in balance to those on that verified list. It's about voter integrity. President Trump once again testing the bounds of the U.S. Constitution. Tuesday he signed an executive order telling states to send the U.S. Postal Service a list of voters 60 days before any federal election. USPS would only be authorized to deliver ballots to people on that list. The big principle here is states run elections in our country. It's a 10th Amendment thing. States do across the board and then cities within that. It's a highly localized thing and that allows a lot of tailoring to local customs and that kind of thing. And so some of it is driven by a desire to enforce that principle. Some states are like hands off. Federal government don't tell me what to do. Obviously there's a partisan aspect of this. The order calls for the creation of unique ballot envelope identifiers like barcodes. I spoke to constitutional lawyer David Cole about if the order will hold up in court. So it starts in a place that's pretty solid. The post office can combat fraud. But then taking that power and focusing on something that's a traditional state concern, that's where it starts to get a little dodgy on the law side. The executive order also directs the Department of Homeland Security to work with the Social Security Administration to use other federal databases to create a list of all adult citizens living in each state. Trump wants that information to be sent to the state's top election official. We want to have honest voting in our country because if you don't have honest voting, you can't have really a nation if you want to know the truth.
