State Health Minister Ryan Park has revealed many of the hospital beds in New South Wales have been filled by people who don't need them — and he blames the Federal Government.

Hospitals in Blacktown and other parts of New South Wales are experiencing major bed shortages, with more than 1,600 aged care and NDIS patients remaining in public hospital beds beyond their estimated discharge dates. Of these, over 1,100 have exceeded their expected stay, including 829 awaiting residential aged care and around 300 NDIS-specific patients. The situation has led to concerns about elderly patients being left in hospitals for extended periods and has prompted criticism of the Commonwealth's response.

The state government is refusing to sign a new five-year national funding agreement unless the Commonwealth takes further action to address the issue. Meanwhile, nurses have been offered an interim pay rise and improved night shift conditions, but union representatives say it is too early to call it a breakthrough. Nurses and midwives are expected to share their experiences at an upcoming conference attended by the Health Minister.

It is an absolute disgrace that our elderly, that our seniors are being stuck in hospital beds week on week without change. Nearly 250 were in West and South West Sydney. We don't believe the Commonwealth at the moment are doing enough in this space. A spokesperson says the Commonwealth is investing $190 million and will work with the state to understand the barriers to discharge for older people in the hospital system and work on local solutions. The Minsk government is now refusing to sign up to a new five-year national funding agreement unless the Commonwealth shows more intent to resolve this issue. That standoff as the state also tries to move forward on a separate deadlock in health. An interim pay offer put to nurses ahead of hearings in the Industrial Relations Commission next month. It includes an interim pay rise of 3 per cent, lifting the penalty rate for night duty to 20 per cent and no night shifts before annual leave. It would be premature to call this a breakthrough. Obviously our members need to be able to consider what is on offer and make their decision.
