Canadian colleges and universities experience a heightened risk of sexual violence against students during the first six to eight weeks of the academic year, a period referred to as the 'red zone.' Advocates attribute this vulnerability to new students adjusting to independence and the prevalence of social events, often involving alcohol or other substances. 

Recent initiatives in New Brunswick include hiring a campus sexual violence advisor and providing bystander intervention training at all post-secondary institutions. Despite these steps, advocates stress the need for long-term investment and resources from provincial governments, noting persistent challenges such as high staff turnover and limited support for those addressing campus gender-based violence.

Students more vulnerable to sexual abuse at start of year

Campus sexual violence is a long-standing issue at Canadian colleges and universities. Advocates say the beginning of the academic year is when students are most vulnerable to people who commit this sexual violence. It's known as the red zone. So the red zone is this designated space at the beginning of the academic year, typically the first six to eight weeks of the year, and students are at significantly higher risk of sexual and gender-based violence during that time. And the reason for that is because there's a lot of new folks on campus who are maybe experimenting with independence for the first time. And there's also a ton of these social events, orientations, parties, and a lot of those events can include alcohol or other substances, and intoxication can be a risk factor. It's important to say, though, that while there is a relationship between intoxication and assault, it's never the fault of the survivor. In 2019, Statistics Canada reported 71% of post-secondary students experienced or witnessed unwanted sexual behaviors. In 2023, New Brunswick's Department of Post-Secondary Education partnered with the Department of Women's Equality to hire a campus sexual violence advisor. The department also funds bystander intervention training at all post-secondary institutions, showing students how to identify inappropriate behaviors and how to respond. Sexual violence has always been happening, not just on campus, but, you know, anywhere. And it's been something that people have not felt, you know, like they could talk about it. Campus advocates say it's time for long-term investments from provincial governments to address the problem. A lot of times you see quite a bit of turnover in these roles addressing campus gender-based violence just because there is so much that's being asked of these folks without a lot of resources behind them. And like I mentioned, folks doing work off the side of their desk, not really being paid for what they're doing on campus to address violence. And that's quite frankly unacceptable given what we know about violence in the post-secondary space at this point.

This new body will oversee the implementation of the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction, which is scheduled to enter into force in early 2026 after the legally required 120-day period.
