Life in Kherson since Ukraine liberated the city now mirrors the campaign of terror largely avoided since it was occupied by Russia in the first weeks of the war. And for Russia - that claims it annexed the region to protect its people - there is no denying civilians and the infrastructure they rely on have now become the target.
