This is Herman Martín, the owner of a small cafe outside of Havana in Cuba. Increasingly frequent blackouts in the country are making his life more difficult. In the half-light, he scrambles to prepare meals. It's uncomfortable and bothersome. At this hour, youths return home from school, workers are preparing things at home and we have a blackout. Although occasional outages are a fact of life in Cuba, Martín says it has gotten worse lately. Sometimes the power goes out for four to six hours. Government officials blame a lack of fuel to feed thermal electric power plants. The shortages now affect nearly all facets of daily life. Due to the fuel crisis, long lines are formed at gas stations and sports tournaments have been suspended. The government says US sanctions have combined with an increasingly acute economic crisis to bring the fuel shortfall to a head. But a Reuters tally suggests other issues are also at play. Cuba's economy demands about 125,000 barrels per day of fuel, according to the most recently available 2021 data from its Office of Statistical Information. Combining its own domestic oil production and what the country receives from Venezuela and Mexico, Cuba receives a total of about 129,000 BPD, more than enough to cover its stated needs. So how can the discrepancy between the Reuters calculations and the shortfall reported by authorities be explained? Jorge Piñon studies Cuba's energy infrastructure and supply at the University of Texas in Austin. We do not see Cuba's fuel shortages as an external problem. This, in our opinion, could be an internal problem, a problem in the refining sector, a problem in logistics, storage, the tankers and cabotage that run between Cuban ports. So the fuel deficit that Cuba says that it has today, in our opinion, is not supply but mostly internal logistic problems. Cuban government officials did not reply to a Reuters request to explain the discrepancy. In response to the crisis, Cuba's government has proposed a five-fold increase in heavily subsidized fuel prices that it says would curb demand and raise funds needed to purchase larger volumes. But the price hikes originally scheduled for February 1st were delayed due to a cyber attack, the government said. The government has since not said when the price rise will take place.
