One attack in Mender village resulted in the deaths of over 70 worshippers in a mosque and left at least 20 wounded. The NGO classified these acts as violations of international humanitarian law and apparent war crimes. Witnesses cited in the report claim that Niger's army did not provide adequate protection despite requests for help. Human Rights Watch shared its findings with the Nigerian Justice Ministry but received no response. The military junta, in power since July 2023, has pledged to restore security, but the Islamic State group has reportedly killed around 1,600 civilians in the past two years.

Military leaders have vowed to restore security in areas affected by Islamist armed groups, but the Islamic State in the Sahel province has killed about 1,600 civilians in the past two years, according to the Akhled NGO.
