An investigation in 2021 revealed that Giraud and several other MEPs were sanctioned for participating in irregular election observation trips, but no formal blacklist was created. The sanctions included a temporary ban from official observation missions, which has since expired, and Giraud is currently not restricted from participating in such activities.

So where do these accusations come from? Well, in 2021, the EU Observer published an investigation claiming that the European Parliament has sanctioned Giraud and seven other MEPs for allegedly taking part in irregular election observation trips. According to the report, five MEPs from France's national rally, including Giraud, were accused of organising so-called sham observation missions during foreign elections held notably in Russian-occupied Crimea. In reality, no formal blacklist was ever established. But Giraud, and along with the MEPs listed in the investigation, were handed sanctions, banning them from participating in European Parliament observation missions until the end of 2021. They were also warned that if they took part in other unofficial election observation activities, they could face suspension for the remainder of their term. A source confirmed to the Cube that President Metzola has indeed stated that Giraud is currently not restricted in any way from participating in election observation missions organised by the European Parliament.
