CNBC's Phil LeBeau joins 'Squawk on the Street' with the latest news around the FAA planning to ease restrictions on Boeing aircraft deliveries.

The Federal Aviation Administration (FAA) has announced it will grant Boeing limited delegation authority to issue airworthiness certificates for new 737 and 787 aircraft. This change allows Boeing, for the first time since 2019, to participate in certifying its own planes, with the FAA and Boeing alternating inspection weeks. The FAA stated that safety remains central to its decisions and that Boeing has implemented necessary processes to ensure aircraft safety.

The FAA retains the authority to oversee and limit Boeing's production rates, currently set at 38 737 MAX aircraft per month, with a possible increase to 42 per month in the near future. This development is seen as a significant step for Boeing in returning to pre-2019 production and certification practices, following increased regulatory scrutiny after the 737 MAX incidents.

FAA to ease restrictions on Boeing aircraft deliveries

I am here, Carl, and we have confirmation from the FAA announcing that it is giving limited delegation authority back to Boeing so that it can issue airworthiness certificates for new 737 and new 787s. Now we say limited because it will still be doing some of the airworthiness certification inspections every other week. So starting next week, they're going to be alternating, Boeing and the FAA will be alternating one week, the FAA inspectors will be issuing airworthiness certificates, the next week it will be Boeing. This is the first time since 2019 that Boeing will have the authority to once again issue airworthiness certificates. And just so you guys are aware of how this has worked, historically, this is how Boeing and Airbus have essentially ticketed aircraft to be turned over to customers. They have a delegated number of employees who have been certified essentially by the FAA to say, yeah, look, you have our authority to check every aircraft as it's coming out. We know what happened after the two MAX crashes in 2018 and early 2019. That's when the FAA said, uh-uh, from now on, we're doing it, our own people, every single 737 MAX, and then ultimately with the 787 Dreamliner as well. The FAA issuing a statement saying that essentially safety is at the heart of their decisions and they believe as they've been working with Boeing, that Boeing has put the processes in place to ensure that all aircraft are essentially operating they will. So the way they should be, it says we will allow limited delegation to Boeing for issuing airworthiness certificates for some 737 MAX and 787 airplanes starting next Monday, September 29th. An airworthiness certificate confirms an aircraft is safe to operate. And then they go on to talk about the constant discussions that have been taking place between Boeing and the FAA. We're not going to read all of this here. Bottom line is this, guys, what you're seeing here is a big step for Boeing in terms of moving towards increased production and moving at a faster rate. Now the FAA still has the authority and still holds the authority to limit 737 MAX production. It's at 38 a month. They may approve Boeing to move up to 42 per month. We expect that in the next couple of months here. But this is an important step towards Boeing moving back to where they were before the 737 MAX incidents back in 2018 and 2019. So better quotas, more authority. And then can we count on this report on some orders out of Turkish Air? Well, you know how this goes. You got to wait for the official order to come from Turkish Air before these things are announced. But I'm fairly certain you'd be comfortable if you look at that announcement and you say, OK, yeah, here's another one. And so for Kelly Ortberg, a lot of the things are coming together, Carl, in terms of increased production. But he'll be the first one to tell you, you can't run before you start walking a little bit faster. And that's where they are right now at 38 per month on the MAX, moving up to 42, likely here in the next month or two. Interesting. Definitely leading the Dow today. Best Dow component, although year to date, still number five behind Cat and IBM and Goldman and J.P. Morgan. By the way, Phil, I don't know if you saw some of the layoffs out of Lufthansa. Administrative jobs, 20 percent cut. That could number in the thousands. I think the European airlines are seeing a lot of competition is cutting into their margins to a to a large degree. And so those layoffs, while it's you know, some people would sit there and say, well, we've got record number of people flying. How can that be? Keep in mind, these are on more the administrative side as opposed to the people who are out there flying the aircraft, the crews, et cetera. Phil, appreciate that. Talking some transports and Boeing, again, sort of points to the regulatory.
