Under the new deal, NGOs will have greater freedom to operate, and additional measures such as the resumption of power to water desalination facilities are planned. The United Nations has already reported a significant delivery of fuel, and Israeli Prime Minister Benjamin Netanyahu has indicated a willingness to negotiate a permanent ceasefire under certain conditions.

Instead, handing control over to the U.S.-run Gaza Humanitarian Foundation, whose system of militarized collection points Doctors Without Borders described as slaughter masquerading as humanitarian aid. Under the new agreement, NGOs will have more leeway to act. Among its provisions are a substantial increase in the number of humanitarian aid trucks entering Gaza, the establishment of new crossing points in the north and south, and protection for humanitarian workers. The resumption of the power supply to the water desalination facility is also planned. The agreement won't take effect for a few days, but other organizations claim to have already been able to deliver more goods. For its part, the United Nations Office of Coordination of Humanitarian Affairs reported a delivery of nearly 75,000 liters of fuel on Wednesday. Meanwhile, Prime Minister Benjamin Netanyahu said on Thursday that Israel was ready to negotiate a permanent ceasefire to the conflict under certain conditions.
