A growing number of teachers under 30 in the European Union are considering leaving the profession within the next five years, with the trend particularly pronounced in Latvia, Lithuania, and Estonia. Salary satisfaction is a major factor, as teachers who are content with their pay are significantly less likely to leave their jobs. There are marked differences across EU countries: while most teachers in Austria, Belgium, Bulgaria, and Denmark feel their salary is adequate, far fewer in Malta and Portugal share this sentiment.

Additionally, many teachers feel undervalued by policymakers, with fewer than one in ten in several countries believing their views are respected. However, there has been an increase in the perceived societal value of the teaching profession among lower secondary teachers in ten EU countries between 2018 and 2024.

Education exodus: How fulfilled are teachers in the EU?

Given the challenges faced in recent years, how fulfilled are teachers in the EU? Across the globe, a growing number of young teachers are considering leaving the profession within the next five years. Teachers under the age of 30 are more likely to want to leave teaching within the next five years than their colleagues between the ages of 30 and 49. For example, in Latvia, Lithuania and Estonia, more than 4 in 10 EU teachers below the age of 30 want to leave the profession. Satisfaction with salary also plays an important role in attracting and retaining teachers. Teachers happy with their pay are on average 25% less likely to leave. In Austria, the Flemish and French-speaking communities of Belgium, Bulgaria and Denmark, more than 3 in 5 teachers say their salary is enough. Yet, in countries like Malta and Portugal, fewer than 1 in 5 teachers report the same. Teachers' perceptions of the value policymakers place on the profession are closely related to their satisfaction with salaries. Fewer than 1 in 10 teachers in Croatia, Estonia, France, Italy, Portugal, Slovenia and Spain feel their views are valued by policymakers. However, lower secondary teachers in 10 EU countries saw an increase in how valued the teaching profession is by society from 2018 to 2024.
