The administration has also declined to use a contingency fund for food aid, citing the need to reserve it for natural disasters, a move criticized by Democrats.

After a nearly month-long government shutdown, the looming suspension of federal food benefits will be putting millions at risk of going hungry. 42 million Americans rely on the Supplemental Nutrition Assistance Program, or SNAP, to buy groceries, and food banks already under immense pressure. There's tons of seniors, there's a lot of disabled people, so they rely on us because the SNAP is just not enough. And especially now, when it's going to be completely cut off, they're going to rely on us 100% even more to come and get as much food as possible. The Trump administration has warned that the program will run out of money on the 1st of November and that debit-like EBT cards will not be refilled as a result. Ending the government shutdown requires a compromise in the Senate. Democrats are pushing to extend expiring health insurance subsidies to break the deadlock. Republicans have so far resisted major concessions. All we need to end the craziness, to pay the air traffic controllers, to pay the TSA agents, to pay the pilots, to make sure that food stamp benefits continue to go out to the American people who need them, all we need is five reasonable Democrats to join three moderate Democrats and 52 Republicans to reopen the government. Earlier this month, the Trump administration refused to draw on a several billion dollar contingency fund that would have continued food aid benefits, saying the money was needed for potential emergencies such as natural disasters. Democrats have called the move illegal and accused Trump of weaponising hunger.
