New construction homes have become more affordable compared to existing homes, says Robert Reffkin, co-founder and CEO of Compass, during an appearance on CNBC's 'Squawk on the Street'. While the prices for homes remain flat year-over-year, mortgage rates have seen a decline, leading to a more favorable buying environment than the previous year. The market has also experienced a 30% increase in inventory compared to last year, providing buyers with more options and less upward pressure on prices.

Reffkin highlighted that time on market for homes has also increased, leading to more price negotiability for buyers. Notably, 36% of homes currently on the market have seen price reductions, which is more substantial than any April in the past 12 years. In response to these market shifts, Compass has introduced programs such as Compass Private Exclusives and Compass Coming Soons to provide sellers with pre-marketing opportunities without affecting the days on market and price history.

Conversations between Zillow and Compass regarding the marketing of privately listed homes remain ongoing. While Zillow has announced changes affecting privately marketed homes, Reffkin asserts that these listings are compliant within the Clear Cooperation Policy, which requires properties marketed outside of MLS to be listed publicly. Reffkin emphasizes the importance of homeowner choice in determining how they market their properties.

In terms of foreign home buyers, Reffkin notes a decrease in participation compared to a decade ago, particularly from Chinese buyers. Meanwhile, cash deals continue to be prevalent as mortgage rates remain elevated and unemployment remains low, allowing individuals to maintain healthy cash balances.
