The order establishes a strategic reserve of active pharmaceutical ingredients (APIs) and calls for the creation of a list of drugs considered critical to national health and security. 

The initiative also directs major government agencies to issue long-term contracts for purchasing essential medicines, aiming to stabilize demand for domestic manufacturers. The order is positioned as a follow-up to previous efforts to reduce reliance on foreign sources, particularly China and India, for pharmaceutical ingredients. The administration also anticipates potential tariffs on imported pharmaceuticals, pending a Department of Commerce review.
