A new bill proposes to increase the tax on investment income for universities with endowments exceeding $2 million per student, raising the rate from 1.4% to 21%. This measure primarily targets elite institutions such as Harvard, Yale, Stanford, and others, which have historically allocated significant portions of their endowments to venture capital and private equity investments.

The potential tax hike, along with threats to universities' tax-exempt status and federal funding, could lead these institutions to reconsider their investment strategies. While universities may not abandon venture capital altogether, they may shift toward more tax-efficient or lower-risk investments, and could increasingly use secondary markets to liquidate assets and address budget shortfalls.
