St. Louis Mayor Kara Spencer has announced that the city’s chief of emergency management, Sarah Russell, has been placed on administrative leave after tornado warning sirens were not activated during a recent deadly tornado. According to Mayor Spencer, emergency officials failed to sound the outdoor warning system because they were out of the office attending a workshop at the time. An investigation has been launched into what the mayor described as “multiple failures,” including human error and insufficient testing of the siren system.

The tornado, described as a mile wide with winds exceeding 150 miles an hour, moved through residential neighborhoods, resulting in five fatalities. The mayor reported that more than 3,000 buildings were damaged and that the tornado’s path of destruction extended over 20 miles. Mayor Spencer emphasized the importance of the siren system, stating that it is primarily designed to alert people outdoors, and its failure represented a significant lapse in the city's emergency response.

The local failure occurs amid broader national challenges, as staffing at National Weather Service offices has reportedly decreased, putting additional strain on warning systems. The mayor indicated that any problems discovered would prompt immediate action to ensure both the main and backup alert systems are functioning properly. Mayor Spencer also said the city is seeking federal aid for recovery, with damage estimates surpassing one billion dollars.
