The main focus of the hearing was the evolving landscape of sports broadcasting, particularly the future of streaming games and its implications for viewers. Lawmakers expressed concerns about the potential difficulty fans face in accessing games, as many are now aired on streaming platforms that require subscriptions.

A central topic was the 1961 Sports Broadcasting Act, which allowed leagues to sell national broadcasting rights collectively, a practice some believe may need revisiting in light of the modern broadcasting environment. Currently, games are also broadcast on platforms such as Apple TV, Amazon Prime, Max, and Netflix, which can necessitate multiple subscriptions for fans desiring to watch an array of games.

While specific solutions were not outlined, Nevada Senator Jackie Rosen highlighted a positive broadcast agreement example. This arrangement allows fans in Nevada to watch Golden Knights games for free on local broadcast television through an agreement with Scripps. In contrast to other leagues, the National Football League (NFL) was noticeably absent from the hearing, despite being invited.
