The move has drawn criticism from the United Nations and the Inter-American Court of Human Rights, as well as human rights NGOs, who argue it undermines justice for civilian victims and could halt hundreds of ongoing legal proceedings. President Boluarte has defended the measure as a recognition of the sacrifices made by security forces and a step towards national reconciliation.

Si las instituciones internacionales se ponen del lado de quienes violaron los derechos humanos de nuestros compatriotas, estamos con el Perú, con los peruanos decentes que sólo quieren la paz y no más derramamiento de sangre. En virtud de la nueva ley, los militares y civiles que aún no hayan sido condenados por delitos podrán acogerse a la amnistía. Los condenados mayores de 70 años también quedarán en libertad. Esta medida permite al presidente peruano pasar página a décadas de conflicto, pero también ganar popularidad entre los votantes conservadores y pro-militares antes de las elecciones generales previstas para abril de 2026.
