Government documents show that the Canadian federal government has so far provided Nexstar's Windsor battery plant with a fraction of the billions in subsidies that were promised. While two deals were signed, including one for up to $15 billion in production subsidies, actual disbursements have been limited, with at least $490 million spent on construction and about $40 million on production subsidies as of June.

The plant, a joint venture between Stellantis and LG Energy Solution, has not yet begun battery production or sales, and the company has hired about 1,100 of the 2,500 employees required by its agreements. The government has cited commercial sensitivity in withholding further subsidy details, and Nexstar has not commented on the funding.
