The disaster comes amid ongoing hardships for Afghanistan, including reduced foreign aid since the Taliban regained power and the return of millions of refugees from neighboring countries. The situation has been further complicated by the recent end of nearly all U.S. support, leaving the country with limited capacity to respond to the crisis.
