Slovenia has taken the unprecedented step of banning all arms trade with Israel, including transit and import, in an effort to pressure Israel to end the war in Gaza. This decision is largely symbolic, as Slovenia has not issued any arms export permits to Israel since October 2023.

While other EU countries such as Belgium, Italy, and the Netherlands have reduced their arms exports to Israel, none have enacted a complete ban. The majority of Israel's arms imports come from the USA, Germany, and Italy. Despite international treaties restricting arms transfers that could prolong conflicts or contribute to crimes against humanity, most European military exports to Israel continue. Experts note that a unified EU arms embargo is unlikely due to opposition from several member states.

Why is Slovenia the only EU country to ban arms trade with Israel?

In the absence of a consensus at the European level, Slovenia has gone it alone. It's the first EU country to ban all arms trade with Israel, including transit and import, hoping to increase pressure on the Israeli state to put an end to the war in Gaza. It's mostly symbolic, as the Slovenian government has not issued any permits for arms exports to Israel since October 2023. Israel's main arms suppliers are the USA, Germany and Italy. Germany mainly sells frigates and torpedoes, according to the Stockholm International Peace Research Institute. Other European countries such as Belgium, Italy and the Netherlands have not gone as far as Slovenia, but have reduced their arms exports to Israel. The 2013 arms trade treaty prohibits states from transferring weapons that would be used to commit genocide or crimes against humanity. In 2008, EU countries also pledged to refuse transfers of technology and military equipment that could be used to prolong armed conflicts. Meanwhile, European exports of military equipment to Israel continue. Some countries claim that the parts are only assembled in Israel or that they're training equipment not used in Gaza. At the European level, an arms embargo is unlikely to succeed. It would have to be approved unanimously by the EU Council. Experts say countries like Germany, Hungary and the Czech Republic, fervent supporters of Israel, would likely block it.

Multiple media outlets in Israel have reported that Israeli Prime Minister Benjamin Netanyahu wants a complete military takeover of Gaza, while almost 600 former Israeli military and security officials are petitioning Washington to stop the fighting.
