Surveillance video obtained by CBS News shows a gunman opening fire at detainees and agents outside a Dallas ICE field office. The attacker, identified as 29-year-old Joshua Yan, used a ladder to access a rooftop near the facility before shooting, resulting in the death of one detainee and critical injuries to two others. Yan was later found dead from a self-inflicted gunshot wound.

Investigators revealed that Yan had conducted extensive planning, including researching the office and tracking ICE agents. Notes found at the scene indicated his intent to target ICE personnel, and anti-ICE messages were discovered on shell casings. Officials confirmed Yan acted alone and legally purchased the weapon used. Security measures at the facility are under review.

What he did is the very definition of terrorism. The FBI says the gunman, 29-year-old Joshua Yan, was targeting ICE agents. Law enforcement believes he used a ladder to get on a rooftop near the ICE field office early Wednesday then started shooting, killing one detainee and critically injuring two others. Yan was later found dead by a self-inflicted gunshot wound. We now know that Yan engaged in significant high degree of pre-attack planning. He searched for information about the office building and how to track ICE agents' locations. The FBI says Yan acted alone and used an 8mm bolt-action rifle, which he legally purchased in August. Officials say they found notes that Yan wrote, detailing his plan and railing against ICE agents and the government. He wrote that he intended to maximize lethality against ICE personnel. FBI Director Kash Patel released an image showing anti-ICE written on a shell casing near the scene. The clearest motivation for this attack are his own words. In his handwritten notes, he says, I want to cause terror. Late yesterday, we saw investigators remove a ladder that the gunman used to get on top of that building and shoot towards the ICE facility. So we asked DHS officials what they plan to do to secure that facility. They did not want to get into details, but they said plans are being discussed.
