Testimony from an Israeli soldier and evidence collected by intelligence agencies suggested that civilians were sent into dangerous situations, such as checking buildings and tunnels for explosives.

Despite these concerns, the Israeli Defense Forces stated that they prohibit the use of civilians in military operations. The Biden administration reviewed the evidence in 2024 and concluded that Israel was not committing war crimes, allowing continued U.S. military support. Hamas has also faced accusations of using civilians as human shields, which the group denies.
