In an address to Parliament, Tshisekedi claimed that Rwandan Defence Forces conducted heavy weapons attacks from the town of Bugarama, resulting in significant human and material damage in several South Kivu localities.

The ceasefire, brokered by the United States and finalized in Washington, was intended to reduce hostilities involving numerous armed groups in eastern DRC, including the M23 rebels reportedly backed by Rwanda. Both M23 rebels and Congolese forces have previously accused each other of breaking ceasefire terms, with UN experts stating that about 4,000 Rwandan troops support the rebels.

Tshisekedi and his Rwandan counterpart Paul Kagame signed a U.S.-brokered deal in June, and last week were in Washington to finalise the agreement. The very next day after the signing, units of the Rwandan Defence Forces conducted and supported heavy weapons attacks launched from the Rwandan town of Bugarama, causing heavy human and material damage, particularly in the localities of Kazeba, Katogota and Lubarika in South Kivu, thereby breaking the ceasefire. M23 rebels and Congolese forces have repeatedly accused each other of violating the terms of the ceasefire agreed earlier this year. The rebels are supported by about 4,000 Rwandan troops, according to UN experts.
