Political turmoil leaves Libya's infrastructure crumbling

The NATO-backed uprising that ousted long-time dictator Muammar Gaddafi in 2011 plunged Libya into political chaos that remains more than a decade later. The country is divided between two rival administrations, one in the East and one in the West, with each regime backed by various armed militias and foreign powers. The West is home to the Tripoli-based Interim National Unity Government, which is recognized by the UN and led by Prime Minister Abdul Hamid Dabibah. Turkey, the US and other Western powers support the GNU, while the East is under the control of the Tobruk-based House of Representatives and not recognized internationally, but it counts on the support of strongman Khalifa Haftar, leader of the Libyan National Army and considered by many to be the real power in the region. Egypt, the UAE and Russia are all supporters of Haftar's militia. The political infighting has left Libya with crumbling and inadequate infrastructure as the players focus on gaining and keeping power. Complicating matters are the ongoing rivalries between militias. Most armed factions draw state salaries, acting as de facto security in semi-official positions, but they ultimately answer to their own commanders. Infighting between rival factions in Tripoli flared up in August in some of the worst violence seen in Libya in years. 55 people were killed in the clashes by the Special Deterrence Force and the 444 Brigade. As of yet, no political leader has been able to bring the militias under tighter government control. All of this makes the country ill-equipped to deal with large-scale natural disasters.
