Peruvian authorities have deployed soldiers to the border with Chile, enforcing a state of emergency aimed at preventing undocumented migrants from crossing. Many of these migrants, primarily from Venezuela, Colombia, and Ecuador, are not entering Chile but attempting to leave and return to their home countries. 

Stranded at the border, migrants face severe shortages of food, water, and shelter, with some reporting illness among children and the elderly. Increased patrols and illuminated border areas have made crossings more difficult, leading to a rise in smuggling costs and corruption at the border.

Peru, Chile confront border crisis

Since Saturday, Peruvian soldiers have been deployed to the border with Chile to reinforce this desolate desert crossing, part of a state of emergency declared by Peru to stop what it calls a new invasion of undocumented migrants. They aren't coming from their home countries, Colombia, Ecuador and especially Venezuela, but rather they're trying to leave Chile to return home. People like Mauriri Garcia, who has been stranded between the Chilean and Peruvian borders for four days with her three children and grandson. There are no bathrooms, almost no water, no food. We have no way to feed the children. If I try to buy food, we won't have money left to pay bus fares to get back to Venezuela. The migrants can't pass through Peru to make their way home. Sanitary conditions are appalling and at night it's freezing cold here. Some of the children are ill, and the elderly too. Some are leaving because they couldn't make a living in Chile, others because of fear of the ultra-conservative candidate who's likely to win Chile's presidential elections in two weeks. He says he's going to remove undocumented foreigners, that if we don't leave voluntarily in the next 133 days, we will be persecuted. Many others just want to return home to their families before Christmas. I haven't been in Venezuela for nine years, so I decided to leave, and look what's happening. One wants to leave legally, but they don't let us. Normally they would try to sneak over the border at night when the police are not watching so much, but that was before. Now the Peruvian government has sent troops to patrol this whole area, and in fact they've illuminated the desert at night. So the only other way is to pay a migrant smuggler or a coyote, and that costs money that most people don't have. The state of emergency has in fact increased corruption. While these families can't move, for the few who can pay, the price of bribes for Peruvian border police guards to look the other way has now increased tenfold.
