Nevada political leaders are discussing a potential special session for later this year, but not for the reasons the state once feared.

Nevada lawmakers are considering holding a special session to address several significant bills that did not pass during the 2025 legislative session, which ended with a filibuster and unresolved business. Governor Joe Lombardo confirmed that discussions are underway, with possible topics including crime prevention measures for the Las Vegas Strip and a $1.6 billion film tax credit aimed at job creation. 

Lombardo indicated that restoring education and Medicaid funding will not be on the agenda, as current resources are expected to suffice for the next two years. The governor also noted that any film tax credit would be evaluated for its potential to bring jobs to Nevada, though costs may need adjustment. If convened, this would be the 36th special session in Nevada's history.

The 2025 session of the legislature ended with a filibuster and a lot of unfinished business. Now, Governor Joe Lombardo and legislative leaders are talking about a special session this fall to pick up where lawmakers left off. Governor Joe Lombardo told me in an exclusive interview last week that special session discussions are happening right now. Very likely on the agenda, a couple of the governor's own bills failed to pass by the end of session. That includes a bill to fight crime, especially on the Las Vegas Strip. Significant pieces of business that didn't make it through the normal process, I think we should address. So we're figuring that out and whether we can defer it to the next session or whether there's a need to do it here in the short term. One thing that won't be on the agenda, fixing cuts made by the so-called one big beautiful bill to education or health care programs. Lombardo said the restoration of temporarily withheld education money, along with cuts to Medicaid that won't go into effect for two years, mean the state likely has enough money to make it through the next two years. Another item that may be on the agenda, the ambitious $1.6 billion film tax credit that barely passed the assembly and died in the state Senate. Lombardo tells me he's considering that bill because of the jobs associated with it. The overarching piece is creating an environment for those jobs to be brought here and to be had. So that's what we're discussing as part of the film tax credit. I almost want to couch it or give it the nomenclature or the title as not as a film tax credit but as a jobs bill. Lombardo echoes the proponents saying the benefits to Nevada would far outweigh the cost of the tax credit and that the movie and TV industry is better able to withstand downturns than Nevada's hospitality industry can. But the governor warned the costs may have to be adjusted, especially given existing tax credits that are already in place for businesses that have already moved to the state. Since 1999 when the 120-day limit on legislative sessions went into effect, there have been 19 special sessions lasting a total of 116 days.
