Back then, the question wasn't how to arm the Bundeswehr, but whether Germany should have an army at all. The trauma of World War II and German war crimes was still fresh in people's memories. Many feared a return to militarism. West German Chancellor Konrad Adenauer pushed through rearmament, backed by the U.S. to counter the Soviet Union. The Federal Republic of Germany joined NATO, and the Bundeswehr was born, with just over 100 recruits. Conscription, a hot topic today in Germany, was controversial then, too. The U.S. provided the first heavy weapons. During the Cold War, West Germany had nearly half a million soldiers. On the other side of the Iron Curtain, another 170,000 served in the East German National People's Army. Then came reunification and the peace dividend. Troop numbers and military spending dropped dramatically. Today, Russia's war in Ukraine has moved Germany to say it once Europe's most powerful conventional army, 70 years after its tentative beginnings.
