Azerbaijani security forces are gradually taking control. In social media posts, soldiers and policemen are showing recently vacated Khojaly and Khan Kendi, known as Stepanakert, to Armenians. And more leaders of the self-declared Republic of Artsakh have been arrested while attempting to cross the border to Armenia. David Manoukian was a leading commander of the separatists. Armenian officials say he participated in organizing and managing armed groups in their territory with weapons and explosives. Another leader faces up to 14 years in prison in the case of financing terrorism. The former foreign minister has also turned himself in. Azerbaijani security says civilians have nothing to fear and will go after those Armenians who are accused of what it calls war crimes. But that invitation is difficult to accept for those who have lived through three decades of hateful rhetoric, fighting, bloodshed and violence. In just a few days, more than two-thirds of the ethnic Armenian community has already left. Tens of thousands have recently arrived in Armenia. Many of them women, children and elderly. They are tired, cold, hungry. Some of them, they've been stranded throughout the Lachin corridor on the way to Armenia. Some people who have chosen to stay are seeking Russian protection. But most parts of what was known as Artsakh are eerily silent. Azerbaijan is committed to making this region safe, not only for Azerbaijanis, but for all the nationalities. And mostly for the Armenians who also lived here in the region for a number of years. And it was never an intention for the Azerbaijani government for them to leave. Baku says it's created a working group for reintegration, which will cover social, humanitarian, economic and infrastructure issues in the Karabakh region. Only a few thousand, if any, ethnic Armenians will be left in what was once Nagorno-Karabakh. The real test for Azerbaijan will be to reintegrate them into society as equal Azerbaijani citizens.
