This package is aimed at providing support to Egypt, which is currently facing financial indebtedness. Additionally, the deal focuses on enhancing energy sales from Egypt to Europe and aims to control the flow of irregular migrants.

The agreement follows the templates of those Brussels has signed with Tunisia and Mauritania, which pledged funds in return for fortifying their borders. Rights groups say the deals lack any specific human rights guarantees for migrants and asylum seekers. More generally, activists have criticised Western backing for Abdel Fattah el-Sisi, who has overseen a crackdown on dissidents from across the political spectrum.
