Musk had actually said in February that he may need a year to fix Twitter before handing over the reins to someone else. What he is doing in the second paragraph on the tweet you see on your screen is reiterating something he's done said before that irrespective of his title he wanted to be involved on the engineering product and functionality side of Twitter. He says explicitly that I will be overseeing product software and CyOps working on the data central compute side of Twitter has been a big priority since he's come into the business.
