A Northern Territory coroner has found institutional racism within the NT Police may have led to the fatal shooting of Warlpiri man Kumanjayi Walker. The coroner says Walker's death was "avoidable".

The Northern Territory coroner has released findings into the death of 19-year-old Kumanjayi Walker, who was shot by police officer Zachary Rolfe in Yuendumu. The coroner found that Rolfe exhibited racist attitudes and benefited from an organisation displaying institutional racism. While Rolfe was acquitted of murder and manslaughter, the coroner noted his history of unnecessary force and described Walker's death as avoidable.

The report acknowledged the deep trauma experienced by Walker's family and the broader Aboriginal community. Recommendations included strengthening the NT Police's anti-racism strategy and engaging with Yuendumu leaders on police firearm use in the community.

Northern Territory's coroner handed down her findings in the remote community of Yuandamu, five years after 19-year-old Kumanjai Walker was shot three times by police officer Zachary Rolfe. I found that Mr Rolfe was racist and that he worked in and was the beneficiary of an organisation with hallmarks of institutional racism. Constable Rolfe, in company with another officer, was attempting to arrest Mr Walker, who stabbed Rolfe with scissors. Rolfe argued he fired three shots in self-defence. He was acquitted of murder and manslaughter by jury in 2022. Coroner Elizabeth Armitage is not permitted to question that verdict, nor can she say whether racism directly led to the fatal shooting. But she detailed Rolfe's history of unnecessary force and an attitude which created officer-induced jeopardy. Kumanjai's death in Yuandamu on 9 November 2019 was avoidable. She recognised the profound loss of Mr Walker's family and the trauma of the fatal police shooting. When the individual who dies is an Aboriginal person, there is an added layer of anguish, given the history of Australia post-colonisation. The coroner recommended NT Police's anti-racism strategy be strengthened and that they engage directly with Yuandamu leadership on when to carry firearms in the community. Alan Murrell, 10 News.
