From farmers to governments, many in emerging markets are falling into a climate debt trap as unpredictable weather coincides with a surge in borrowing costs. Antony Sguazzin reports from Nkomazi, South Africa.

We had over 700 millimetres of rain, which is what we usually have the whole year, and we had it in like a week or two. So it means you work the whole year for zero because there'll be no income. Tsobani Lubisi is a sugar cane farmer in Eastern South Africa. He's a member of Dweleni Farm, a co-operative of the Crow Sugar Cane on 79 acres of land. In February of this year, rain fell at levels he's never seen before, severely damaging the farm's crops and infrastructure. Our pump station were flooded. Some were washed away. Roads were damaged. We are still trying to fix the roads that are damaged. The drop in income from the damaged crop blew a hole in the budgets of Tsobani and his colleagues, who were paying to fix roads and repair damaged equipment, drain their savings. Normally, the farmers would tap the local agricultural bank, but the surge in global interest rate means loans now come with crippling monthly payments. Cane growers like Lubisi can access loans from Akwansi Agricultural Finance, but the bank's prime rate is currently more than 11%. That's the highest since mid-2009, and they pay a little more than that. What's really complicating matters is that the interest rate has more than doubled over the last two years, and that means many of them can't borrow to get back on their feet. Some are selling up, some are renting their fields out, and all are struggling. Lubisi's story is one that's being repeated across the developing world, as an increase in unpredictable weather events due to climate change coincides with the rise in global interest rates. Many businesses and governments in climate-vulnerable countries borrowed heavily when interest rates were low, meaning that they are often already struggling to pay back debt when a natural disaster strikes. According to some estimates, the losses from global natural disasters in 2022 amount to 270 billion dollars.
