A EuroCities survey of 54 cities across 17 European countries indicates that most urban centers are taking steps to address climate change risks, including heatwaves, floods, and droughts. The survey found that 80% of cities have developed or are working on emergency response plans, and 78% are establishing early warning systems for residents.

However, the report also highlights ongoing challenges, such as limited funding, staffing, and coordination between agencies. While many cities are implementing building regulations and conducting regular climate risk assessments, some still allow development in flood-prone areas, and most rely on municipal and EU funding for adaptation efforts.

More than 75% of Europeans live in urban centres, putting them on the front line of the fight against climate change. This is according to a recent EuroCities survey that analysed 54 cities across 17 European countries. 80% of the cities surveyed said that they have developed or are developing an emergency response plan related to climate. Meanwhile, 78% of cities have or are developing an early warning system to notify residents of climate threats. When it comes to buildings, 81% of cities have or are developing building regulations for new developments focused on resilience, while 56% of the cities conduct regular climate risks assessments every two to three years. However, 13% do not restrict developments in flood-prone areas. Despite 61% of the European cities having up to 10 staff members dedicated to climate adoption, a lack of funding, a limited number of staff and a lack of coordination between agencies are the main challenges to improving emergency planning. Municipal revenue and EU funding are the most accessed sources of traditional financing for adaptation in cities.
