The consumer and competition watchdog is calling for a major overhaul of Australia's childcare system. A draft report by the ACCC has found Australian parents pay almost twice the OECD average for childcare despite large government subsidies for the sector.

ACCC calls for enforceable caps on childcare fees

Well, the ACCC has spent the last year looking at the financials of the childcare market from 2018 to 2022, and today they've released a draft report before that final report later this year and a couple of findings and recommendations. So it found that Australian families on average wages with two kids are spending around 16% of their total budget on childcare, and that's compared to the OECD average of just 9% in Australia. It also found that not-for-profit providers were more likely to pay staff above award wages and that labour costs are the biggest challenge for providers right now. Also that childcare operators are targeting the most profitable areas within the wealthiest suburbs in Australia's biggest city. So we're seeing a lot of people missing out, accessibility issues and affordability issues there. We did hear from Education Minister Jason Clare this morning on Sky News. He sought to blame the former government for some of those issues and pointed to Labor's childcare reforms which are now in place. He says, though, that there is still a lot of work to be done. What recommendations has the draft report made so far? We've just heard a couple there from Jason Clare. The ACCC is recommending price caps be considered beyond the current hourly rate, and they say that this would help support the indirect price discipline. He did mention also naming and shaming some of those childcare centres that are hiking up prices. It also recommends the government consider intervening to ensure supply in remote areas, as well as additional and targeted support for First Nations communities. I obviously mentioned a little earlier before that there were issues with some of these childcare operators targeting the most profitable areas, the wealthiest suburbs and areas in the biggest cities. The government is also being asked to consider policies that will relieve some of the skills shortages and improve staff retention around some of those starving issues in childcare centres. The ACCC is also seeking feedback from the public before they hand down that final report in December, and the government is promising to respond to those recommendations next year.
